I suppose, but to me an 'ethnic' character is one which is specifically created to not simply reflect their country of origin, but to glory in it. In the Marvel U, these would include, yes, Batroc, also some members of Alpha Flight, Shamrock, the Collective Man, arguably the Red Skull (although he's grown past that somewhat), the original Arabian Knight, Captain Britain, Union Jack, etc. All of these characters are gratuitously French/Canadian/British/what have you; they glory in their stereotypes like a pig glories in mud; their respective speeches are thick with ethnic accents and phrases - in short, they virtually never stop reminding you how very, very ethnic they are. Mind you, a number of them progress past this - most of the characters I mentioned are quite interesting ones, and Captain Britain in particular is one of my favorite superheroes - but their ethnicity is still an inherent part of who they are, inseparable from their overall identity. With the Grey Gargoyle, I don't really think that applies - he may have been inspired by the Notre Dame gargoyles, but from his speech, costume and overall demeanor, he might just as well be from New York, London, or anywhere else where they speak 'pompous'. If you hadn't told me he was French, I honestly don't think I would have guessed it.
