I don't think anything could account for the OOCness, unless he was idk, seeing something of himself in Damian and self esteem, thy name is not Jason, especially not about his Robin days.

Maybe, especially since I doubt Jason would have actually expected the bullet to do any real permanent damage- he's shot at Batman and others he clearly had no intention of killing/crippling before, and took, like, a shitload of bullets to the chest when he was Robin and recovered fully- so I could buy that, I guess. Still... yeah. Tony Daniels has a lot to answer for.

He might have wanted it to do the damage because of not only that but a minor jealousy that Damian is being a brat but is batsanctioned, yet Bruce didn't bother with the person that's supposed to be his son after 2 attempts. Though it still feels wrong.

I don't really think there's an explanation that won't still leave it feeling wrong (besides, maybe, "That wasn't actually Jason- it was Everman/a doppelganger from another universe/his evil twin/really I don't care what the fuck it was so long as it wasn't actually Jason"). But yeah, there are a variety of factors that a half-decent writer could put together to make it in-character enough that the damage can be repaired.

And there you have it! Somewhere around the end of Countdown, our Jason got mixed up with an alternate other-Jason, who carried on in the guy's shoes through BftC. Jason's gonna come back any day now and hunt down the doppelganger!
