You know what really sucks about this? There's a seed of a good idea here - "loser two-bit villain who knows he's a loser tries desperately to become a more respectable villain" - it's just that Pfeifer chose the ENTIRELY WRONG person to do this with.
He would have been better off just making up a new villain altogether, instead of bastardizing an already existing one.
