Nah - this seems too creative to be one of those. One thing that seems to be standard among religious comics is that they are incredibly by the book in terms of their plotting - they make their point ('Hey, kids, we think that Jesus is peachy keen, and you should, too, or you'll burn in hell!') and then get out. This is too oblique and confusing for them. The devil tormenting Archie in his bed and promising to make him 'the most popular guy in school' while Archie howls 'NOOOO!' is... well. I mean, I'm not sure just what religious point would be being made there. I suppose one could interpret it as a rant against homosexuality, but again - by the book. A Christian comic would have had the devil dressed up as a camp gay stereotype or something - they wouldn't have been this subtle. (Of course, I don't know the context of this page, but still.)

Could be either. Al Hartley did work for Archie comics proper before doing the licensed christian ones.
