I always liked Roxy Rocket. She was my favorite Batman female villain. She is voiced by Charity James, and it is an extremely sexy voice. I then realized her voice sounded familiar (IMDB page). She was Elaine Marley-Threepwood from the Monkey Island series.

Eh, I don't mind it so much; they're fighting over control of the rocket more than they're actually fighting each other, and Steph's expression says "this pathetic loser needs to get off me," which is the appropriate reaction of a professional who's hair is being pulled, rather than "grr I hate you I kill you," which is the catfight reaction to hair-pulling. And Roxy seems to be grabbing at her hair as a flaily attempt to not fall off the rocket, rather than any genuine attempt to hurt Steph.

It doesn't have great connotations, sure, but it's no Catwoman #78.

okay, hair pulling might not be anything special in a real fight but I fail to see why it's not a perfectly respectable attack when your goal is to pull or push your opponent off of soemthing.
