Ninja Turtles Adventures #66: Raph Doesn't Bluff
As requested by lbd_nytetrayn.
This comes from the same story arc as the Hitler scans. The future-Turtles' arch-nemesis, the mutant cyborg Verminator-X, discovers that an asteroid is going to wipe out the Earth and teams up with Craniac, an alien who is harvesting human brains for use by an alien species that doesn't dream. When Craniac breaks the terms of their agreement by trying to take the Turtles' brains (Verminator has specified that no brains be taken from living beings), Verminator turns on him. Craniac goes all "screw you" and takes off, leaving Verminator with no way off-planet and surrounded by some pissed-off good guys. (Whew!)
To answer your questions:
The foxgirl is Raph's wife.
The others are Leo's students.
Leo is dressed like that because this storyline was technically supposed to advertise the Cyber Samurai Ninja Turtles toyline.
