Dick hasn't neccessarily seen the actual photos of Barbara. While there's no doubt Bruce has seen them, since he probably retrieved them all at the first possible time, where has it been shown that Bruce did not give the photos, minus the Booster ones, to her? Heck, Barbara probably demanded them so that she could do with them as she sees fit.
