I kind of like the idea that Doom has a list of peasant families who live in Latveria, and cycles through them occasionally whenever he feels like being generous.

On one hand, he just gave some farmers free cake, and who doesn't like free cake? On the other, a generous dick move remains a dick move.

It's really a subtle form of torture. Tomorrow, the peasants will be back to living on oatmeal and spam, and the memory of that sweet, delicious cake will haunt their dreams.

I thought it was established that for the most part Latvernia was a paradise. I mean sure he is a dictator, but one that backs those crazy promises of a better tomorrow.

In conclusion; I would vote for Doom.

It varies somewhat according to the writer at the time, but yes, generally Latveria is portrayed as a totalitarian utopia where most of the people genuinely love their "benevolent" dictator and enjoy a very high standard of living for Eastern Europe.

Additionally, while Latveria's ruler is often a threat to the world, the country itself seems to usually be a pretty sleepy, quiet, and inoffensive place. Doom doesn't seem to use his people as pawns in his schemes very often, at least that I recall.

The problem is that the country always goes to pot whenever Doom is gone, which is frequently.

Now, I don't read Fantastic Four all that much, so I can't claim to know for sure what Latveria has really been like throughout comic history.
But I could have sworn that I recently (within a month or two) saw a scan here with one of the Norse Gods commenting on how malnourished some of Doom's servers were.
Anyone remember that?

Malnourished by Asgardian standards might not be malnourished by human standards. But it's entirely possible. It'd run rather counter to prior portrayals, but that's nothing new with newer writers who don't care about doing their research.

That, and for the last several years it's basically been one big upheaval after another in Latveria, so it could be lingering aftereffects of all that chaos.

And on days when Doom is feeling less merciful, or just more complex, he commands that the peasants shall have their cake and eat it too. Doom's dungeons are filled with incompetents who fail to do so.

If this is a regular thing with Doom, I bet the Latverians just live for the times when Doom doesn't finish his meals:

'BLORP! Good heavens, was that Doom? I must have overindulged at lunchtime... yes, come to think of it, I do feel a trifle gassy. Doom is ever prudent - he shall not overindulge! *rings little bell* Pierre! I shall stick with the appetiser tonight. Remove this roast, and distribute it amongst the deserving citizenry. Wait! The mashed potatoes, too, and the gravy. Doom takes no chances with his stomach, and he does not wish to deprive his peasants.'

'Very good, your Excellency. Shall I remove the sausages and mash, as well?'

'IN A PIG'S EYE YOU WILL! NO MAN TOUCHES DOOM'S SAUSAGES AND MASH!'
