No, the evil plan of the original movie was to murder every superhero, then thousands of ordinary people to make Syndrome look like a big hero when he (being the only 'hero' left) stops the dangers that he set out in the first place.
Syndrome spouts some bullshit about how 'once he's finished having his fun', he'll give his technology to regular people, but even if he does plan to do that it's not to raise ordinary people, it's to 'lower' the Supers (who, if Syndrome had succeeded, would all be dead, anyway), which is just another example of Syndrome's fucked up worldview.
If Syndrome really wanted to give everyone superpowers as his actual plan - whether that was for the selfish reason of tearing down those that already have them, or the selfless reason of raising ordinary humans - he'd just do it, he wouldn't waste his time, energy, genius and money on supervillainy, then mock superheroics.
