My Fav. Enemy Ace issue !
Neal Adams draws Joe Kubert inks. Can you ask more from a comic ? I think not...

Look at THAT page.

Great choice! I wonder how tight Neal Adams' pencils were on this story -- perhaps they were more like layouts or breakdowns rather than fully rendered art -- because I see a lot of his page composition and a couple of his pet storytelling gimmicks (like those floating ghostly skull images!) but the rendering looks like all Kubert.

Here's a blog post with historical info on this issue, suggesting it was created under extreme deadline pressure:

I agree that the layouts are VERY Neal Adams. Especially the air combat. Some folks are at their best under pressure.

Intense stuff - I especially like the panel where Von Hammer is reciting the poem to Stefan. It's rare to see him in an attitude other than rage or torment - he looks almost like a concerned parent there. Nice to see him in a gentler moment. (Also, I like the poem.)
I have to say, though, those first few panels just make me chuckle. I mean, a pilot dressed in a skeleton costume is TOWING A GIANT BALLOON WITH A SKULL PICTURE ON IT BEHIND HIS PLANE, and the young pilots are using it for target practice, preumably going 'wheeeee!' as they do so. Ah, comics. Don't ever change.

Oh, totally - it's in direct contrast to the rest of the issue, which is grim as hell, but that's why it's so effective. It promises something vaguely ominous but basically harmless, then they shoot the balloon and - BOOM! Things go wrong very quickly.
