Hmmm. I wonder what it means when it says Cain guided the Hunters, but X more or less acted on his own, and that field descisions are more important. That maybe there is a leader who controls the Hunters, but the Hunters are allowed to more or less act on their own judgement instead of following orders? That seems like a damn risky way to run a powerful military organization.
