A package arrives on Peter's desk early Friday morning. It's a silver box with a SPD shield on the top. Inside are designs and blueprints for a complex secure new city wide water filtration system, and a single vial of a clear liquid with attached instructions.

Drink half in the morning, bed rest, liquids, and half in the evening 7 hours later. It didn't work on Jack completely on Jack due to his genetic abilities. It broke the fever dreams and hallucinations however his body is still weak. His powers are still not functioning properly. He will need a few more tests. Fatigue is a normal side effect. Water will be normal again by early this evening after the system takes effect. Let me know how it works for you, problems, improvements, worries or doubts.
