Who? The Doctor & OPEN to anyone in the TARDIS. (Or anyone who has a key. Or CLOSED, if you all want your characters to have been somewhere else during the hurricane.) Where? In the TARDIS. When? During the hurricane. What? He finds out the hard way that L.A had broken more than just his navigation systems. (AKA, Nicky loves to torture her characters.)
Strange didn't really cover it. One moment the scanner was showing a dark, rainy L.A, the L.A he'd grown used to over the last few weeks, and the next second it was as if a hurricane had hit, which surprisingly enough was actually the case. The environmental warning light on the console had lit up, and mere seconds later a warning bell started ringing to warn that the exterior environment was extremely hostile.
The Doctor's first thought was for the safety of his ship; he was parked dangerously near the sea, and despite being magnetised to the spot, the sudden rise of water he could see on the scanner was cause for great alarm. He started to activate extra defense systems, but the TARDIS was still taking quite a battering; it had been through a lot worse than an unexpected hurricane. He reached for the loudspeaker system. "Hello, this is your captain speaking. We are currently experiencing some unexpected weather conditions, so please hold on tight!" Even in such conditions the Doctor couldn't help but have a little joke around.
As the Doctor decided there was probably nothing to worry about he realised that anyone outside of the TARDIS had quite a lot to worry about indeed. "Is everyone on board?" he added on a more serious note. Before he could receive a response he was flung to one side as a gust of wind shook the exterior of the TARDIS. The defense systems were failing. The wisest thing to do would have been to use a seatbelt and prepare for the worst, but the Doctor wasn't that sensible. He clung to the side of the console and hammered his fist against the defense mechanisms. "Oh, come on, it's just a little wind! And a little rain! And a little tidal wave!" he groaned; really, he'd expected more of her than giving up due to the weather. "What has this city done to you?" he asked sorrowfully. The words had barely escaped his lips when a wave smashed against the side of the ship, causing him to lose balance and fall away from the console despite his desperate attempt to hold on; his head smacked against the ground leaving him unconscious and therefore unable to protect the ship or himself any further...
