What: Putting together search parties.

The haven was in an uproar following the discovery of Dante’s escape from the dungeons. It was still a mystery to those investigating the scene, but the most pressing matter of the moment was the apprehension of the sociopath. And if that wasn’t enough for the council, and the authorities to deal with they also had to factor in the presence of possibly two hostages – Adrienne Conté and Dione Castel.

A town meeting was called in the early morning hours. The citizens had a right to know what was happening, but to also gather volunteers for the upcoming search parties. While the guards in Elysium were very capable there was a higher chance of success when more people were incorporated. The powers of the citizens could not be overlooked, and if they worked together Dante would have very little chance of escaping.

Theora stood behind the podium in front of the gathering crowd. Once the din of whispers died down she began to speak. “People of Elysium we have called you forth in order to ask for your assistance concerning the situation with Dante Donovan. I will not lie to you; he is a very dangerous man, and he has taken two young women captive in his escape. We ask for your assistance in this matter. There is much land to cover, and we simply do not have enough guards to traverse the land efficiently. This is a volunteer mission, and please do not feel obligated to extend your services. We also ask that everyone lock your doors tightly tonight. We are still unsure of Dante’s whereabouts, but we will do everything in our power to keep all of you safe.”

Theora stepped down from the podium, and opened herself for questions from the citizens.

What: A town meeting to cover important Head Council changes and the voting for Vice Council.

Dylan was quiet as he waited for everyone to finish taking their seats in the crowd. Many people had to stand towards the walls since there wasn’t enough room for everyone to sit. They would begin the town meeting shortly, and it seemed as if they had a full house. The hum of chatter filtered through the large hall until Dylan approached the podium and tilted his chin up as he began to speak to the audience.

“Thank you for coming tonight,” he told him, nodding his head slightly. “We have a few things we wish to announce to the public. The first and foremost being the resignation of Constance Alexie from the Head Council. She has resigned for personal reasons and will no longer be attending to the affairs of Elysium and its people. In the wake of her departure, we have been going through a tough selection process for a new Head Council member. It is not an easy business to fill the shoes left empty by Ms. Alexie, but we feel we have come to an admirable decision in our choice. I am happy to introduce you to her tonight. Please welcome Ms. Rosalinda di Palermo,” Dylan finished, stepping aside from the podium as he gestured towards Rosalinda.

Though she felt overcome with nervousness to re-enter the public eye once more, Rosalinda made her way to the podium as calmly as possible. “Hello, everyone,” she said to the crowd. “As Mr. Uzoma has said,” Rosalinda added, looking to Dylan with a smile, “I am Rosalinda di Palermo. To tell you a bit about myself, I suppose I will begin from the beginning? I am from Sicily, and I am a descendant of the House of Palermo. My parents were King Rinaldo and Queen Alfonsina, God rest their souls, who passed during the Pandora virus. I was raised with broad outlook on the world and the best education had to offer. Still, I felt in my youth I did not know very much about this world. I discovered, upon coming here, how little I did know.”

A smile grazed Rosalinda’s face as she talked to the crowd, realizing how different life really was here, before she continued with her speech. “I became a professor of Classical Studies, rose to head of my department, and later entered into philanthropic work across the world. It became my mission to try to make things better for other people. The more cruelty I saw in the world, the harder I tried to fight it. It is my mission here to help keep Elysium a safe place for all people to enjoy their lives with their family, friends, and neighbors in peace. I hope that I can live up to your expectations, and should I fail, I will gladly resign from my position and let someone more competent watch over Elysium. I am glad, however, to at least be given a chance to show what I am capable of.”

Rosalinda bowed her head and left the podium, returning it to Dylan. He stepped up and placed his hands on either side of platform. “Also on our agenda,” Dylan resumed for the audience, “we would like to announce that voting for Vice Council will commence tomorrow and will continue on through Friday. Voting will end at midnight sharp of Friday night. All ballot boxes will be closed by this time and no more votes will be accepted, so make sure to submit your votes for Vice Council sometime before Friday night.”

He smiled at the crowd. “That concludes today’s town meeting. If you have any questions, you may ask them now or send in a letter to inquire of it later. I hope you all have a wonderful evening, and goodnight.”

What: Town Meeting regarding curfew

Theora stood at the front of the crowd, her usually calm demeanor replaced with a stern and strict facade. She was addressing a serious issue, and that called forth the austere side of her personality. She glanced over the crowd, waiting for the citizens to settle down before she spoke to them in a clear voice.

"Citizens of Elysium," she said in an even tone. She seemed so different this way, and it might have come as a shock for some to see her so strict. "In light of the recent homicides that have taken place, The Head Council has come to the decision that a curfew shall be placed upon the town and the people effective immediately. All citizens, from this point on, are required to be within their homes by 8 PM. If you are found roaming outside past this hour, you will immediately be escorted to your home."

The crowd broke out in whispers and confused looks. Theora ignored it, and cleared her throat to speak louder. "This is not a decision that can be debated. The Head Council is doing this for the safety of all citizens in our haven, which is our highest priority. There will also be an increased number of guards patrolling around the town, especially after curfew hours. We do not mean for this to be an inconvenience; however, this is the best way to keep all of you safe." She looked around the crowd, almost challenging anyone to argue with the decree of the Head Council.

What: The nominees for the Vice Council are announced!

The Head Council had been busy as of late with the homicides of Faye Capricia and Kaiya Sato. It had filled the priestess's heart with much sorrow knowing that someone had deliberately taken the lives of the innocent fae. Not only that, but it was done by a fellow citizen, someone who lived in the haven with them all. The question on the priestess's mind was how were they to ensure everyone's safety when the danger came from within?

Theora didn't have much time to ponder that question, however, since it was time to announce the nominees for the Vice Council. She put on a smile for the gathered crowd, and stepped up to the podium to speak. "Citizens of Elysium," she began, her aura exuding a calm glow to ease the worries of the people. "Thank for you for coming out her today to meet those who have been nominated for the Vice Council positions. I will call out the names of those who have been nominated, and, if they so wish he, or she, may accept the nomination and give a short speech to the audience. However, if the nominee wishes to decline, they may do so as well."

The priestess waited for the small whispers in the crowd to die down before she continued. She looked at her paper with the names of all of those who had been nominated. Hopefully, some of them would be here today to accept their nomination. She began to read from the list slowly, as to give each nominee time to respond.

"Amada Ontiveros-Smith... Beatrice Darcy-Bertrnd... Corisanthias Xyllaniasodas... Devin Blair... Dominic Powell... Giles Audley... Leon Saunders... Malcolm Gray... Midori Kamiyama... Peter Ross... Pietro Conté... Sascha Connolly... Scarlet Faherty... Travis Nielsen... Zane Smith."

Theora allowed each person who accepted their nomination a few moments to speak to the crowd, stating why they would be good for one of the Vice Council positions. Once they were finished with their miniature speeches, Theora took to the podium once more.

"Our candidates will now begin their campaigning to garner your votes. This will continue until January of next year, when you will be placing our final votes for the positions. Thank you again for your time, and may Elune be with you."

What: A town meeting to announce of Faye and Kaiya's deaths, funeral preparations, and a re-mention of the Vice Council nominations.

It was a sad day today. The murder scene at Ms. Capricia and Ms. Sato's cottage had been a horrendous sight to behold, and the image was branded into the back of Dylan's mind. Announcing their murder to the people of Elysium was going to be hard, but it had to be done. They could not hope to catch the murderer by hiding the fact that people were killed. It needed to be public knowledge. It would be the only way to weed out the one committing these ferocious deeds.

Dylan looked out at the people in the crowd, taking in all of their faces before speaking. “It is with much sorrow and regret that I inform you all of the deaths of Faye Capricia and Kaiya Sato. Their bodies were found this morning outside of their cottages. Some time last night, they were murdered.”

The crowd stirred alive with clamor to express their shock, and Dylan let them speak aloud until he held up a hand to silence the crowd.

“We are putting every effort and energy available into discovering who committed these murders of two of our citizens. All of the people in Elysium are beneath our charge, and those responsible will be brought to justice. We ask anyone with information of suspicious activity to come forward in order to aid us. We are looking for everyday citizens to also join the Guard. If you have experience as a servant of the law, we ask you now for your help to serve Elysium as we track down those responsible for this crime.”

After a moment of pause, he continued on to mention the funerals of Faye and Kaiya. “Tomorrow night, there will be a funeral to lay Faye Capricia and Kaiya Sato to rest. Preparations for this event have already begun in accordance with fae tradition.”

There was one last thing he wished to mention, and it would be brought up in a tasteful way appropriate for the moment. “These new events make the Vice Council that much more important for all of Elysium. Tomorrow afternoon, the nominations will still be announced. We ask you all to take this charge with the weight of today’s events on your shoulders. Let it be a reminder of what your job will to be to the people who are your fellow citizens. As a Vice Council member, it will be up to you to serve and protect Elysium. Do not think of this lightly, and enter into it with pure hearts and pure intentions.”

With those final words, Dylan stepped away from the podium and bowed to the crowd. There was nothing else to say for now from the Head Council. The rest was up to the citizens of Elysium.

Theora waited for the gathered crowd at Town Hall to settle down before she approached the podium. The priestess cleared her throat, a subtle way to quiet the crowd, and smiled at everyone when the talking finally died down. She took her place in front of the citizens, a calm radiance coming from her being. “Thank you all for attending our meeting this evening,” she began. “We have many things to discuss tonight, all of which are very pertinent to you, the citizens.”

What: Town Meeting

Theora had been elected to speak to the citizens on this day. Her calm and ethereal demeanor would no doubt help to put everyone at ease as they listened to her speak of the situation of the dead faun. The priestess took her place at the podium, and the crowd grew silent to listen to her words.

"Citizens of Elysium," she said. "We have gathered here today to address the situation of the faun that was recently found dead near shore of Van'taurë Lake."

Those who had not heard of the death murmured in shock, while others began to speak eagerly of what should be done. Some of the voices called for a volunteer police force, others said that justice had to be brought to those responsible. It was clear that they all believed that the faun had been murdered, and it saddened Theora to see that such rumors had gained so much power over the course of a day.

"I know that many of you believe this death to be a crime. That the faun was murdered right here in our land. But let me, and the Head Council assure you that that is not the case. There has been no murder committed here."

The whispering grew faint, and the people turned their attention to Theora again. Some of their faces looked relieved, others looked skeptical of the fact.

"Upon further examination of the body, we have discovered that the faun had been attacked by a very large animal which Elysium has many of. Our lands are covered with rugged forests, most of which are still inhabited by wild animals. Our young faun was also inebriated and alone, both of which can put anyone into a dangerous situation."

The crowd nodded its agreement this time, and Theora continued. "Because of this the Elven guard will be on patrol along the edge of the forests, and through the town during the night. We must also ask that you all stay within the safety of your cottages after 10 PM. If you must travel in the dark please do so in pairs, and please avoid the forests at all costs. If travel is absolutely necessary during the night, then please inform one of the Elven guard and they will accompany you on your journey."

Theora took a breath and eyed the crowd. "We are placing the curfew upon the citizens because we only wish for you all to be safe. Thank you for your time, and may Elune keep you all safe."

The priestess stepped down from the podium, and the crowd was dismissed. Hopefully the citizen's fears had been assuaged, and they would be able to spend the day without worry in their heart.

What: Town Meeting about the orphans

There had been many town meetings in Helicharis as of late. The scouting mission had been the main reason for these as the Head Council felt the need to keep the citizens informed about anything concerning their trip outside. A lot had happened recently, the most significant of these though dealt with the orphans that were brought in from their trip. Survivors of the virus and the war, alone and afraid and with no one to care for them except the doctors and nurses at the Medical Pavilion. Most of them had bonded over their arduous journey to Elysium and while the Head Council was sure that the children would be more than happy to live together in the Medical Pavilion it was agreed that it was not in the best interest of the orphans.

They would need families to take care of them, families filled with love and caring that they no doubt missed ever since their own families were taken from them. This was the Council's foremost concern. They didn't want the children to live in the Medical Pavilion, they wanted them to go out into the town and actually live with some of the other families. But the Council also realized that they couldn't force the current citizens to take on the orphans, if anything the citizens would have to volunteer for such a responsibility.

Theora stood before the curious onlookers and began to speak. "Thank you all for attending this meeting today. What we have to discuss with you is of great importance and we hope that you would lend us your ears about this matter. Today we would like to discuss the fate of the orphan survivors that we rescued beyond these mountains. These children are currently residing within the Medical Pavilion, but they cannot stay there forever. We would like to ask if any of our fellow citizens are interested in becoming a foster family for the children. You will have the opportunity to meet with them before hand if you are interested in this opportunity. The children are doing fine at the moment, but it is the belief of the Council that they would be happiest in a proper home."

Theora eyed the crowd and watched their reaction and waited to see if anyone would open up their home for one of the orphaned children.

What: Town meeting to relay the discoveries of the scouting mission.

Once again, the meeting hall was packed with the people of Elysium. Those who had accompanied the scouting mission finally returned that morning, bringing with them survivors and many useful supplies from the outside world. It was important for them to relay the discoveries of their journey to the citizens, to announce to them what had indeed happened to the world beyond their borders and what they had found and the people they had rescued. Dylan stood before the crowd this time, fresh from his return and ready to speak to the awaiting crowd. The other Head Council members, Theora and Constance, stood by his side. They waited as more citizens piled into the seats, a loud murmur of chatter filling the air. He could hear the questions now. What had they found out there? Was the world really destroyed? It was time for them to know what their leaders knew.

"Thank you for showing up today," Dylan began in his deep voice. The talking of the crowd whittled down to a quiet murmur and almost faded altogether as he spoke. "I am glad to see so many of you have come for this meeting. All of the scouts have returned safely, without incident, and we have scaled the outside grounds to the nearest city. Supplies that will be of use to us have been brought back from the outside, such as generators and medical supplies."

A burst of excitement seemed to wash over the crowd, the murmur of their voices rising higher once more at this news. Dylan let them talk amongst themselves for a moment before continuing with a louder voice that hushed the noise of the crowd. "The world outside has indeed been hit by the terrors of war. The land surrounding the haven is untouched, but beyond that, the land is tattered, some of it destroyed, and the city we visited was in shambles from weapons of war. The effects of a war are obvious on the land. However, despite this grave news, we were able to recover a handful of survivors."

Again, the crowd reacted. This time with gasps and loud calls out to each other and towards the Head Council. Some seemed angry, and others sounded relieved. Dylan held up his hand. "The survivors are not to be released until they have been in containment for tests to make sure that they are healthy. This will probably take a day or two to accomplish. We would like to ask for volunteers at the medical pavilion to help us tend to those brought back. Anyone with medical training or medicinal knowledge is especially wanted. Interacting with them will be completely safe if you are properly protected, as we are unsure of their health status. Human volunteers will not be accepted for safety reasons on their own behalf. The survivors are very weak from their ordeals, so no visitors will be allowed. Only volunteers may come by and will be granted access, if approved. Also, the father of one young man passed away before he could be brought to the haven, and there will be a funeral service to lay his body to rest in proper time."

The people began to talk immediately again at the end of Dylan's speech. Everything that needed to be said was said. Dylan nodded his head deeply to indicate he was finished, and he turned to Constance and Theora to see if they had anything to add. People began to rise from their seats and filter out of the meeting hall. Already, a few people arose and began to form a small group willing to volunteer at the medical pavilion. The meeting itself was clearly over, and everyone left the Town Hall to return to their daily lives.
