The White House Seal faded into a shot of the President of the United States sitting behind his desk in the Oval Office. Even with help from a makeup artist, the President looks pale, and there are circles under his eyes. A bandaged right hand rests on the desk as he clears his throat. His voice had a somewhat hoarser and more tired quality, but remained resilient as ever.
"Ladies and Gentlemen, I speak to you tonight on the state of this nation's safety. Three days ago, I suffered an attack at the hands of a citizen of this country. A citizen with powers that she chose to use to cause me suffering and harm. This was a malicious, unprovoked attack, not only upon myself, but also those in attendance at the event.
"I would gladly give my life for this country. I would put my life before others in order to guarantee their safety. My thoughts go out to each one of those that suffered pain on that day.
"Along with this, I must make the difficult choices when it comes to protecting this great country. No longer can I sit back and hope for our future. I must now actively protect it. Because I refuse to be afraid." Slowly, Luthor stood, gripping the desk with his good hand for support. Off camera, an aide must have moved forwards to help him, because he waved in her direction to stop her. Using a cane, Luthor limped slowly in front of the desk to stand, his teeth gritted slightly.
When he finally regained his composure, he stood straight, fingers clenched tightly around the handle of the cane. "We must stand together, no matter what the cost. We must also require those with powers to register. Today, the grace period of voluntary registration comes to an end, and all those meta-humans and mutants are required to register. Along with this, magic users are also required to register themselves, their abilities, and any magical items they have at their disposal or that are in their possession."
"We cannot risk this kind of attack again, America. We cannot sit and allow for the chance that something much worse and on a grander scale happens. We must ask those that protect us to commit to their country a promise to keep it safe. Mandatory registration will ensure our future. To ask any less is to risk the lives of every single American. I urge every one of our citizens to encourage our heroes to now register. Those that do not risk being seen as those that would do us harm, and have done harm to us in the past."
Luthor paused and exhaled slowly, his eyes closing for a few brief moments, as if silently mulling over his next words. "And I do not wish to have heroes seen as villains, when the alternative option is the most logical of all. Goodnight, America, and God Bless." The image of President Luthor slowly faded back into the Presidential Seal.
