First I think we need to establish the reasons and use of the list-if it's to actually be implemented. I'm actually not comfortable with the physical existence of one myself, but I can't see any other way. Adding the hunters, to me it feels sort of pointless. I'm not opposed to it if adding them serves a purpose but right now it seems like it's only being done because the idea of a list comprised of only one group is somehow 'wrong' so it should be deemed 'fair' by adding the other group.
We already have the Defense Force watch list. The vampires that have been deemed dangerous will end up on there--which...actually to be honest I have issues of having Conrad listed on there at all at this time but getting him removed is a different subject of discussion.
In truth, I would rather view this list in almost a more medical way in dealing with the random malfunctions within the facility. With so many different worlds and abilities no one really knows the potential of any specific vampire unless you come from that world.
This may be simplifying it a bit, but it's like having a list of people allergic to peanut butter. If suddenly tomorrow, GIR decided to hack into Acumen without knowledge of these issues-and made it rain peanuts-we would know who to watch for problems with anaphylactic shock if we had this list.
The reasons for a list stems from the issues of not knowing the risk of each vampire due to lack of knowledge from each world. There is also only a few people who really can accurately create a list themselves but the number of people with the ability to help control the situation is much higher than that.
