Education: No formal education. Has sort of been home schooled from Diana since the two went on the run in 2001.
Lineage: Genetically enhanced human.
Family: Biological parents unknown. "Sisters" Candy Diamond (deceased) & Foxy (deceased), "Mother" Diana (alive).

General appearance: Kula lives life to the soundtrack playing in her mind, when she moves it is as if she's dancing along to a tune no one can hear but her and gives her a very, almost aloof look. Her favorite way to get around is to skate around on ice she makes under her shoes and this too carries over to the way she moves when she walks. She's a sweet person, almost always smiling and slightly skipping about. She wears her moods on her face, if she's happy you'll see it, if she's sad or worried, it will show even when she's trying to hide it.
Standing at about 5'3" and with only barely 105lbs Kula is skinny at best, her muscles long and lean from the training she's been through and still practices. Although she is pretty it isn't something she knows or really cares about, make-up doesn't really exist in her world and the clothes she wears is because they are comfortable. She would never wear anything she didn't feel like herself in. She keeps her hair long, just because she can and she likes the way it feels which is why she never ties it back. Most of the time her hair is actually brown, though it shifts towards blue/turquoise whenever she taps into her powers, something that doesn't change though are her red eyes.
Distinguishing features: Red eyes and her at times very blue hair.
Powers & abilities:
* Cryokinesis - This is basically the thing that makes out the base of Kula's abilities, her ice and her impressive control over it. Tapping into her power changes her, it takes a few seconds during which her hair turns blue, a very tell tail sign of what's to come. Her power is basically summoning the humidity of the air around her and freezing either by touch or by breath. It is a great ability not just for offensive moves but also for defensive as she's able to summon a wall of ice with with her will or large crystals that works for absorbing and hindering projectiles. Some of her offensive abilities includes creating spikes of ice around her hands, transforming her breath into ice and firing ice projectiles through punches or kicks. She can also completely freeze her enemies but it requires her to be able to touch them or transform the air around her into ice, which makes for a nasty surprise for anyone within a 2 foot radius of her.
* Martial arts - Kula is a skilled fighter, or more rather a skilled killer. She was put in training when NESTS first got their hands on her and she almost looks more like she's dancing than fighting when she is engaging someone due to her fluid motions and the ease in which she moves.

Personality: The first impression people tend to get of Kula is that she's a restless, carefree and cutesy soul who doesn't worry about life at all. An innocent person looking at the world with rose-tinted glasses and it might well be to some level but there is much more to her person as well. Kula knew nothing of rebellion or lingering emotions and lived her life killing and destroying, being sent out on missions by NESTS.
Despite this she has the heart of a child, she's still somewhat new to normal life and all that it entails. She's curious about the world and everything in it, she can be, and a lot of times is very immature and ignorant to life's joys. Kula tends to speak of herself in third person, but it has nothing to do with trying to be cute, it's simply how she was brought up. She's very easily influenced and tends to get caught up in things but she's also smart, loyal and very accepting. Kula would never approach anyone violently or resort to hostility, in general. Over time she's been influenced not only to value her own life but also the lives of others. Though if you cross the line she will take necessary action, not killing as she refuses to do so unless highly provoked or taunted about still belonging to NESTS.
Kula is a cheerful little thing, a kindling fire that will kindly fight for what's right and against what's wrong. She may not stand on her own two feet completely (still sort of guided by Maxima and Diana), but at least she knows who she is and where she belongs.
Strengths: Accepting, loyal, friendly, outgoing.
Weaknesses: Innocent, ignorant, immature and easily influenced.
History: Where Kula was born or who her parents are isn't something she knows. She was still a very young child when she was taken in by NESTS, a pharmaceutical company that had deep roots and ties in with the underworld. She was taken in as an experimental subject for trials of DNA alterations and modifications. The work they were doing on her was stepped up a couple of notches as one of their prior subjects rebelled and as a result Kula was put through a sort of emotion therapy to try and control and remove the emotional aspects of the girl. She was also put through therapy that would allow them to control her and make her more compliant and better at following orders.
As yet another step to secure the control of their subject a slightly older girl, already an NESTS agent, Codename Candy Diamond was assigned to monitor Kula's behavior and to assure that she accomplished her mission, also providing assistance in battle if needed. To further make sure nothing went wrong they assigned two of their top agents to keep track of her from the sidelines and prevent any sort of betrayal from Kula herself. This seemed like a good plan but as time moved on Kula started to develop a sort of friendship with her appointed guardians, much in contrary to the heartless thing she had been created to be and in that state she was sent into the King of Fighters tournament in 2000.
Despite the fact that her mission and original reason for entering the KoF 2000 had been to eliminate the rouge subject, once there and halfway through to accomplishing her goal her orders and mission was changed as yet another member of the company had gone rogue, getting his hands on some rather hazardous materials and threatening to release them to the world. Candy and Kula were sent to take care of the materials while Foxy and Diana went for the former agent. Although they were able to take the rouge agent down and destroy the remainders of the material not all was recovered and only hours later a dirty bomb went off in Southtown, demolishing a large part of the city and more to heart, killing Candy and damaging Kula as the two were not too far from the blast site waiting for the other two agents. Kula might have died had not Candy sheltered the younger girl with her body and as she lay there, bleeding to death Kula couldn't keep from questioning why she had done it. The answer she got was something that would come to change Kula's life.
(Kula: "You protected Kula because we're friends. What does friend mean?"
Candy: "Friends are precious people who cannot be replaced."
Kula: "Friends...")
The following morning the local paper printed a letter from someone calling themselves Zero, implicating that he was working on the behalf of NESTS. This caused a great deal of commotion and the leading parties went underground, using their connections to get away as the company was shut down affected immediately. All files that hadn't been destroyed were ceased as the FBI smacked down hard on them.
Kula, Diana and Foxy all managed to get out alive and not one of them was implicated in the NESTS scandal. Though the company kept their work going underground and in 2001 still had enough money to fund yet another tournament. Using this one as a final attempt to take care of the rouge agent who had during the year found his way onto their traces underground and slowly destroyed the bases they still had. Kula was dispatched to complete her original mission once more. But Kula wasn't the mindless and emotionless subject she had started out as, she had grown into a person who had very strong emotions. Under Diana's influence and care Kula had become more human.
But she did follow orders, leading the rouge subject and his companions at the time into a preset trap but something she hadn't counted on was to be betrayed by NESTS as one of their other agents managed to kill Foxy and nearly killed Kula as well. She got away, too distraught to do anything, bleeding and with bones broken. This was how she was found my K', the rouge NESTS subject she had been hunting and his friends, a broken down crying girl. They took pity on her and brought her back to Southtown where she was reunited with Diana.
As the remains of NESTS were cracked down upon, a list of operatives was found and these people soon found themselves targeted and hunted. Life on the run wasn't good to them but it was life at least and over time Kula and Diana formed a, at first grudging friendship with K' and his team. In late of '06 the two settled down with them, the more heads to keep watch the better.
Misc: With her powers and her affiliation to NESTS, I'm assuming the Bureau would have a file on her, possibly what could be recovered from from when everything had been ceased at the NESTS main office since they are the ones dealing with special circumstances.

Kula's not really used to using this thing yet but Kula isn't used to be without Diana for longer times either. Everyone around here has been really nice and it's safe but Kula can't help but worry about everyone.
Kula should probably call and tell them where Kula is, it's been so long now so Kula's sure they're already worrying. Is it okay if she does that. There isn't going to be any trouble if Kula does it, right?
3rd person:
"Kula, what are you doing?" Kula just stared out the window, any time now, any time. She knew it, there was something fishy going on. She pushed aside the coffee pot and pile of news papers that suddenly seemed to be in her way. She didn't reach for the potted plant sitting on the windowsill though, it was her ally in this battle.
"Kula." She was crawling up on the table, one leg dangling off the side of it as the other kicked freely in the air when she peered out at the front gate through the poor potted plant who had been upgrades from pretty green thing in the window to good camouflage. Kula was very oblivious of the strange looks her surrogate family was giving her and probably wouldn't have understood them even if she had noticed them. It was just a matter of time, if there was one thing about him Kula knew, then that was it, he was always on time.
"What's wrong with her?" She barely registered Maxima talking in the background and whatever Diana responded was drowned out as she spotted him turn the corner and approach. The dark blue suit stood out from the rest of the street even if it wasn't light or anything, the light trimmings on the suit just made it so very visible. There was just something so fishy about him, his suit and lets not even mention the bag. The bag which seemed endless and in which he kept strange things and dirty magazines. At least that was what she had been told when she'd found one, they were bad and he had left them, it was just one of his many plans that she had since started destroying. And almost as if on cue he looked up and Kula dove down, trying to hide behind the small plant. Her eyes narrowed a bit and when he started walking again she glanced back over her shoulder and looked at Diana and Maxim, her voice not much more than a whisper;
"The postman is out to get us."
