I move to bring Amendments 3A.8, 3A.9, and affiliated revisions to a Council VOTE.

I would also like to discuss, hopefully vote, on two proposed amendments, the first clarifying resistance:
6A.6) Actions taken against the Scientists, their assistants, or any Wittgenstein property shall not be counted as an offense except to the extent that they directly impact the rights, liberties, or bodily autonomy of other specimens for which they will still be held to account.

and one written withby Charles Xavier's input addressing Hotel's concerns.
3A.10) All specimens shall have equal and unfettered access to their rooms, equipment, commissary funds and leisure time to which scientists have no claim. It is unlawful to impose uncompensated labor or exercise on specimens or punish them or any others for a failure to consent.

Though I still believe there is an ethical obligation on the part of Hotel under Article 3B to do this work and any active attempts to sabotage the work or extract quid pro quos should be dealt with. I will also admit that I am perhaps overly passionate at times. Particularly under circumstances such as this.

Now that said. I wouldn't know where to begin if any further amendments seem worth discussing. But these feel like a priority.

Since we seem to have a higher turnover than most squads, I guess it's time to stop sitting on my hands and throw my hat in the ring for our Council Representative.

And I think I've shown I'm willing to lock political opponents in the attic.

Constitutional Amendments

[info]woman
[info]incompletedata
I know, beyond the freedom to move between squads, there were other suggested Amendments that were floated around in the past few months. We have a few council and jury positions we need to fill, once that is finished, council members will vote on the amendments. In the place of a tie, the jury will also vote.

Suggested Amendments

STRIKE/REMOVE: Article 4.4) Should one group become more than twice as large as the average of the remaining groups, it shall be granted an additional Council representative. Additionally, should groups include more than fifteen (15) members, a second Council representative will be elected.

Suggested by: Several

REPLACE WITH: NEW Article 4.4) After a minimum of three experiments or 4 months (whichever arrives first) any member of the Collective may choose to transfer squads. Such a transfer must be approved by the new Squad's Council member. At the discresion of the Council Member and the New Squad, they can choose to vote on whether or not to honor the transfer request.

Suggested by: Lois Lane

Article 4.5:Should five or more members inform the Council that they wish to form their own Squad, such decision will take effect immediately, and will not require approval by any Council member or any other person whatsoever.

Suggested by: Armitage Hux

There has been plenty of discussion regarding the Amendment passed during the Hunger Games. For that reason, I would like it to be offically voted on here. If it passes now, it stays, if it does not, it will be striken from the constitution.

Article 7.5: The Wittgenstein Collective does not recognise the Scientists as being in any way exempt from the list of minor or major offenses. (including murder, conspiracy, etc)

Suggested by: Sharon Carter, Professor Xavier

Article 8.6 In the event of an emergency, as recognised when the Council/Jury has been depleted of over 1/3 of its members, a temporary amendment to the constitution designed to protect the collective, sustain life, or provide aid may be passed into law by popular vote. Six weeks after the crisis has been averted, the amendment must either be recinded or be voted into law by the Council, as per all amendments.

Suggested by: Diana Prince
---------

Alternate wording will be considered, striking or changing something already in the constitution will be considered.

So, it looks like we need a new Juror, and someone to represent Mimi before the Jury.

Last time I think Amos expressed interest, and I could probably pick up one of those roles if we need a second person. Does anyone have any preferences? Or want to throw their hat in the ring?

I didn't say anything sooner, but I'm sure by now there's no question in anyone's mind that Hydra has a role to play in these disappearances, and while I can confirm that the crptic messages appear to be Hydra in origin, I haven't get managed to get to the bottom of their troubling suggestions.

But, I want to come forward at this time and offer myself as a resource to anyone who is confused about what Hydra is, what their role in this war was, and how best to protect themselves and those they care about from this terrorist organization. I have engaged with and defeated branches of Hydra for the better part of my life. I know their strategies, their weaknesses and their strengths. I want to share that information with anyone who thinks they might need it.

And anyone engaged with Hydra at this time, in this hotel, can take this as a warning: I will find you and you will be stopped.

We're going out.

Sorry we don't have any more answers
[Kobik]
Now Kobik,
I know you're excited about the fact there might be Hydra agents here. I'm excited too. But -- Bucky was worried. He went looking for you, and you know we have to be careful about how we introduce him to this. Stay with Bruce. I'm going to take him out and talk to him for a while, but he doesn't understand yet. He's not ready. But he will be.

I did like your octopus drawing. You're very talented.

People of the Wittgenstein,

Hopefully many of you may remember the post that Sharon Carter (the elder) made in the aftermath of the Circus riot about our civic responsibilities. In the two weeks since we have been back at the compound, a small group of us have been stationed in the library, working on drafting a document assuring and defining our rights as citizens (not merely specimens) of this Wittgenstein collective.

We affirm, in brief: a right to assembly and self governance, a right to freedom from violence, discrimination or harassment, a right to freedom of speech, a right to property, and a right to freedom from degrading conditions, and an obligation to assuring a minimum standard of care and safety for all who are brought here. We maintain the sanctity of life for all specimens as our highest primary objective.

We propose a representative democracy comprised of a federation of "Districts" comprised of at least five people. This allows everyone's primary points of contact to be largely those with whom they would interact in any case, however, it also creates both a Wittgenstein Council and Jury comprised of elected representatives from each District which can address concerns that face the entire group, see to impartial, empathetic handling of specimen-on-specimen crime.

Finally, while at present we have the capacity to negotiate only amongst ourselves, it is our hope that success in this endeavor may give us some collective bargaining power with our scientists.

In any case, we have drafted a preliminary Constitution based on a variety of national Constitutions as well as drawing heavily from Prisoners' Rights theory, but it is only a preliminary document. We would like to open this up to all specimens for comment, suggestion, and revision in the interest of fairness and to capitalize on the assembled collective political expertise here.

Yours sincerely
Hank McCoy

I was expecting the compound to be... Well not this.

Are the objects we received the usual ones that we will have while we are at the Compound? I understand that we have certain outfits depending on the Block we have been assigned to as well as these outfits that we woke up in on arrival here.

Now, this Big Rock Candy Mountain sign that I can see. Would anyone like to come with me while I go explore it? I was thinking of heading off in the next hour or so once I have had time to change out of this outfit. Though I could have done without the Circus Outfit that they seem to have provided us with to keep.

Also, has anyone seen Rowena Ravenclaw? I have not seen her for some time and wasn't sure if that was due to the Circus scenario but she does not seem to be at the Compound either. Is people disappearing normal - or as normal as this situation can be - here?

Final question for now, does anyone know how long it will be until the next experiment/situation that we shall find ourselves in? Having arrived when the other one started I'm curious as to how much of a break we shall have.

Well that was horrifying and I'm not sure what we think that chaos accomplished. But I think it did show that when we come together as a group, we're capable of great power.

But we don't think violence is the answer, do we? If we lose ourselves, why bother fighting at all? I doubt our scientist captors are deterred by it.

No. If we want to show them our power, we become as useless as possible to them. Don't do our jobs. Give up on our silly little "goals." Hit them where it hurts and rob them of any data.

Eventually they'll maybe even get bored enough to let us go home.
