a) There are areas that are fairly open to pagans because it draws tourist bucks in (parts of the artist community in Gatlinburg come to mind)
b) Most traditional "root doctors" don't see themselves as witches, even if they carry over traditional magickal beliefs (usually southern hedge magick, which itself is a mix of indigenous magickal systems, European magickal systems (primarily Celtic and German), and Afro-Caribbean magickal systems); most root-doctors will even tell you they are Christian if asked (and there is some incorporation of Christian mythology in magickal systems)
c) There is still a Cherokee community (primarily in Cherokee, NC, but some in eastern TN too) that houses one of the two traditional faith communities of the Cherokee people
