Really sorry this didn't go up in time. I have no idea how I forgot to post this

Rufus is interested in everyone's ideas on how to strike back hard at the death eaters -- hard enough that their reign will falter and they can try and retake the government.

Priorities:
1) Announcing that Amycus was the spy for anyone unaware. Operating under the assumption that he was acting alone, but reminding everyone to remain vigilant
2) New location, choosing a secret keeper.

Other things:
1) Ideas on how to hit the DEs the hardest
2) Ideas on how to actually retake the ministry
3) Public support campaigns?
4) Creation of dissent.

Pepper would like to suggest that their secret keeper not go to battles. To avoid risk of death and all.

In the realms of public support/dissent/getting information out he suggests people who are actually good with words (not him) start using parody - writing things as if they were from the people in power but obvious conspiracy theories to explain everything from why the DMLE and Minister would try to take over the Ministry in the first place to why the Death Eaters have suddenly disappeared (beaten into submission by the even more evil foreign terrorists who use them as cannon fodder, clearly....)

Rufus agreed to a point, but pointed out that they have little enough manpower as it is and sometimes it will be necessary.

He also wonders aloud who would be good enough with words to write that kind of thing.

If he was included in the meeting, since there's nowhere else to be, Aubrey suggests himself as secret keeper but mostly as a lol-joke (but would defend it with well no one would think of him duh) and mostly spent his time hiding behind Pepper and only half paying attention but would have answered stuff about the ministry, who was loyal who wasn't blahblah, if asked. he wouldn't offer anything, but also sees no point in keeping secrets anymore.

Aubrey probably wouldn't be in there if the meeting is held in Gairloch because Rufus won't authorise Amelia to tell him the location, BUT if they were to have a conversation before or after, Rufus would definitely want to know who was loyal or not.

Pepper can't bring anyone into Gairloch without Amelia giving them the location, and given their spats she probably won't without Rufus's say so. Rufus won't give it since he doesn't trust Aubrey... given that he's been working under the DEs for six months now. He can chill outside of camp, but you've got to talk to Kei about where he can go until he's either deemed trustworthy or they move. Which should be like... now.

Elle was definitely there, obv, and would have suggested the old abandoned manor she knows of in Shropshire that she had mentioned to Rufus before. She would have brought pictures of the country house and explained why it's a good place for them to go. She'd point out that there's a lot of work to do - but it's got proper rooms, a proper kitchen, gardens, and more than enough room to train, set up healing facilities, etc.

Aloysius has been thinking about things ever since the Foundation debacle (his word, not anyone else's - he suspected that it might fail in the long run simply because of what they were asking for).

He would point out the interesting silence on the journals from the DEs in the wake of the radio broadcast and would say that shows them something. One way of hitting out at the Death eaters is by undermining them - preferably in such a way that they can't deny it. He suggests giving support - tacit or otherwise - to those running that radio program since they obviously have some way of getting this sort of information.

He would also suggest perhaps finding some way of getting some proof of these people's status of Death eaters and their crimes. He would have hesitated for a moment as then suggested that even if they can't get information, they could arrange for some. Set up some sort of ambush, get the DEs to turn up - they're masked so they'd have to find some way of getting those masks off then perhaps doing something as simple as taking photographs then making those photographs public.

He'd also suggest some kind of campaign reminding people that this government claims they're making things better but pointing out that are things really better? Closed borders, ID cards, restricted movement, people mysteriously disappearing when they criticise the government (bringing up Warrington and the Burkes) etc etc. How is that better than what existed before? Also perhaps pointing out that there is more violence than before (admittedly they are to blame for much of it but still...). If this government is supposed to be bringing about the perfect world, then they've got a pretty bizarre idea of perfect.

As for retaking the Ministry, he'd suggest that in order to kill a snake, you cut off its head - target Nott and the other heads of departments. Remove them and it could be possible to move in and takeover while the body of the snake is still thrashing about in its death throes.

I think Kate would add on that last, that a number of the people at the Ministry may not support Death Eaters, they simply stayed there for any variety of reasons and if the Death Eaters are targeted and removed, then it might be easier to get the rest of the Ministry back as well - that if they could figure out some way to make them feel as if it were safe to do so, they might even get people to fight from within.

She'd also point out that not everyone is a head of department, there are people like Mulciber who is an undersecretary, so they've got to gather a list of names and figure out which positions and departments they are in, and she'd probably look at Aubrey here.

Kate would also point out that the more manpower and money the government have to throw at repairing things, the less time they'll have to mess up other things, so perhaps they should just continue to look at attacking and damaging buildings - but particularly things like the rehabilitation centre and the foundation centre and so forth, because those actually harm the Death Eaters. In the meantime they could use those smaller targets as distractions while they look at actually trying to get back into the Ministry.

Rufus agrees with the idea of supporting the radio, and suggests that Aloysius get on finding out who is behind it.

He also nods firmly at the other things since he has quite the vendetta against Nott.

Aloysius would look very thoughtful at this point and say that there is another way they can undermine the Death Eaters and create dissent - rumours. The beauty of rumours is they don't have to be true, they just have to sound true.

The rumours could be almost anything - from rumours about the activities of the pureblood women to rumours of wrong-doing of the pureblood men to rumours of corruption in the Ministry. Not all of them will be believed and some might be able to be debunked but there's a damn good chance that enough will be believed, not just by the general populace but also the Death Eaters themselves, to start some suspicion and infighting amongst not only the Death Eaters but also the purists.

Aloysius would look alarmed then worried then would give one of those thoughtful, plotting frowns of his and smirk a little. He'd nod and start thinking. Though he would say that if anyone wants to throw some rumour ideas at him, they'd be gratefully received.
