Summary: Umbridge finishes answering some questions, and tries to win some allies.
Finally. She was finally done. Weeks of searching for just the right documents and decrees and traditions. Weeks of formulating just the right answers. Finally she was done.
Looking over the papers one more time, Umbridge felt pleased. Yes, so to truly be minister, there needed to be a Wizengamot, but with no Wizengamot there were…if not rules, then at least traditions. Ways that the minister had been appointed before there was a Wizengamot.
Those were the records she had so long looked for, and which now added to the stack of papers Morag Dolohova had sent her. Well copies of them at least. It was all there, including a list of succession. So what if she'd only been the 45th in line, when all 44 before her were either dead, insane, proven Death Eaters (and hence removed) or had left the ministry for other reasons? And so what if she'd had something to do with the proof against two of them, and had arranged a few "accidents", there were no proof against her. She'd made sure of it.
So there it was. All legal. As long as there was no Wizengamot, she was rightfully (if somewhat shadily) in charge – even if she could never be full minister, there was no one to challenge her authority. The only way to stop her was to reinstate the Wizengamot, which of course there was no one around to do but her. And she was feeling particularly busy at the moment.
Yes, all in all, Dolores felt very pleased with herself as she sat down to write her letters, starting with the one to Mrs Dolohov herself. When that was finished, she'd write the ones in the organisation she thought she could trust and recruit.
It was time she got some people working directly for her – then she'd be able to deal with those breaking her decrees.
