"Thank you." Hestia said quietly, waiting for some sort of 'but' to come along in the conversation. Instead she was returned with another compliment and Hestia's confusion was on brought on more so... She was expecting screaming, or unfair demands, threats to the children or her clinic- something...
Hestia watched as the pink clad woman put down her tea cup and pushed a parchment towards her. Putting down her own glass she leaned over and read it. Her eyes widened and her throat clenched; problem and fear sprang up to mind moment after moment, as each word solidified itself in her mind.
"Ma'am, Ms Umbridge. I am-" she paused and cleared her throat, moving a hand to brush some of her hair. "Honored you chose me for this sort of thing- but, my service is voluntary. Doing- forcing this would open up the entire village to dangerous werewolves. Greyback's pack. They could take this as an open invitation... Greyback himself..." Hestia swallowed a hand reaching to grasp but not lift the prior cup.
"Not to mention the muggle werewolves- how will they even know where to find Hogsmeade, to them its an unreal village. Then there is the matter of fact- my facility can't hold that many werewolves. I never had illusions of taking care of the entire population..." Plus, though she would not mention this to Umbitch, the persecution werewolves would fear- knowing they were being watched.
That sparked another problem and she nearly groaned out loud, instead just finding her shoulders slumping. What of those few that wanted of free will to come to her? They would not be able to trust her now, not with this nasty decree in place. They'd think she was in line with the fake Minister.
