Fleur saw Percy first, which was lucky for them both. Today was one of the rare days where Fleur and Bill were working the same shift, and she was walking across the main foyer of the bank to meet him for lunch. When she first saw the flash of red, she automatically assumed it was some member of the family, and wanting to make a good impression (she still felt that she had to try hard) she made a beeline for the assumed Weasley.
Unfortunately, it was the one who didn't come to their wedding. It was the one who made Molly cry. It was the one she didn't remember from Hogwarts, but who she remembered arriving with the Minister on Christmas Day and upsetting everyone. Fleur knew Percy in this light and never knew a better version of him, because whenever the subject was broached within the family, the pain and upset was so strong that a change of topic was always welcome.
Fleur might have been new to the Weasley clan, but she felt very loyal to them. She knew that if Bill saw Percy, he would be upset for the rest of the day, maybe even the week. Fleur could empathise - if Gabrielle acted the way Percy did, she would be heartbroken.
"You 'ave some nerve coming 'ere," She growled, approaching him at a trot, "I zink eet would be best eef you leave."
