One did have to worry about who could get in. It was simply dreadful to think of all the degenerates that the ministry let roam around. Nowhere was safe from them. But then they were here to change that, now weren't they? Those who went against the law would quickly find themselves not just caught, but lacking of the life they had once took for granted. That all worked out to perfect logic in Tarquin's mind.
